Abstract

This Study seeks for a plan for promotion of smartification of digital services for improving convenience in use and user services of public libraries in smart digital environment. Thus, in this Study, a survey on awareness of a plan for revitalization of digital data and smart libraries has been conducted for the persons in charge of digital data and librarians from public libraries. The result of this Survey are as follows: first, the introduction of smart libraries was effective by first implementing them in small and medium-sized cities with high interest in in information technology, and spreading them to public libraries in metropolitan cities and special autonomous cities; second, it is analyzed that the essential factor of success in introduction of smart libraries is the contents free from the terminals and the upgrade of computer equipment of users available for the use of these services. Terminals are to be individually utilized by smartphone users but it is necessary for upgrade and introduction of 5G which can secure the mobility of users including open type Wi-Fi; third, it is discovered that the information technology the applicability of which is expected to be easy while introducing smart libraries is RFID, which has been already generalized, and bigtata technology. The introduction of IoT technology in which the stakeholders of public libraries in metropolitan cities and special self-governing cities must be considered first.

Abstract

This paper is to grasp the current trends of national bibliographies through analyzing representative national bibliographies using literature review, analysis of national bibliographies’ web pages and survey. First, in order to conform to the definition of a national bibliography as a record of a national publication, it attempts to include a variety of materials from print to electronic resources, but in reality it cannot contain all the materials, so there are exceptions. It is impossible to create a general selection guide for national bibliography coverage, and a plan that reflects the national characteristics and prepares a valid and comprehensive coverage based on analysis is needed. Second, cooperation with publishers and libraries is being made to efficiently generate national bibliography. For the efficiency of national bibliography generation, changes should be sought such as the standardization and consistency, the collection level metadata description for digital resources, and the creation of national bibliography using linked data. Third, national bibliography is published through the national bibliographic online search system, linked data search, MARC download using PDF, OAI-PMH, SRU, Z39.50, and mass download in RDF/XML format, and is integrated with the online public access catalog or also built separately. Above all, national bibliographies and online public access catalogs need to be built in a way of data reuse through an integrated library system. Fourth, as a differentiated function for national bibliography, various services such as user tagging and national bibliographic statistics are provided along with various browsing functions. In addition, services of analysis of national bibliographic big data, links to electronic publications, and mass download of linked data should be provided, and it is necessary to identify users’ needs and provide open services that reflect them in order to develop differentiated services. Through the current trends and considerations of the national bibliographies analyzed in this study, it will be possible to explore changes in national and international national bibliography.

Abstract

The purpose of this study is to investigate the influence of teacher-librarians’ autonomy support on the school library users’ satisfaction and continuance intention. Based on SDT(self-determination theory), it focuses on the mediating effect of BPN(basic psychological needs) between the autonomy supports and the satisfaction of the school library users. A survey was administered to 331 middle school students and the research model was examined by using regression analysis and Hayes’ parallel multiple mediator model. The findings show that the teacher-librarians’ support for autonomy directly and indirectly has a positive effect on the students’ satisfaction with the school library, and perceived autonomy and competence among the sub-factors of basic psychological needs are found to have a significant mediating effect between the support of the librarian’s autonomy and satisfaction with the school library. In addition, students’ satisfaction with the school library shows a significant effect on the continuance intention. This study is meaningful in that it presents the role of teacher-librarians as a factor affecting students’ motivation to use school libraries and provides implications for revitalizing school libraries.

Abstract

This research empirically analyzes the effect of internal marketing in public libraries on the quality of work life of public library librarians. To this end, a 59-day survey of incumbent librarians working at public libraries in Seoul was conducted on Naver Form from July 25, 2020, and 120 respondents were conducted using IBM SPSS 25, a statistical program, to conduct factor analysis, reliability analysis, frequency analysis, correlation analysis, and multiple regression analysis. Research has shown that internal marketing of public libraries has a positive effect on the quality of librarians’ work life. As a way to improve internal marketing in public libraries, it was suggested to prepare a systematic and sustainable internal marketing system, recognize experiences and compensate highly educated librarians, improve the compensation system of librarians, and promote an internal marketing system centered on supporting management and delegation.

Abstract

This study collected data on COVID-19 research papers published in international journals by Korean authors from WoS. Bibliographical analysis was performed on subject categories, institutions, funder distribution and so on. In addition, open access and journal review speed were also analyzed, which play an important role in facilitating academic publishing and distribution. The results showed that COVID-19-related papers published in international journals by Korean authors in 2020 included more papers on some specific fields, such as medicine, biology, and multidisciplinary. These researchers have published lots of papers not only in foreign journals but also in domestic English journals. 94% of papers were open access, and gold open access, which is available immediately after publication, was about 70% of the total. The COVID-19 orthopedic papers produced by Korean researchers were collected from PubMed and analyzed, and the average of review days was about 24 days. The analysis, including open access and review speed, showed that there has been an atmosphere of cooperation in the academic publishing ecosystem after the COVID-19 crisis. It would be desirable to continue this cooperation and address chronic problems in academic publishing system, such as promoting the publication of gold open access and reviewing efficiency.

Abstract

The purpose of this study is to identify the applicability of machine learning targeting titles in the classification of books in public libraries. Data analysis was performed using Python’s scikit-learn library through the Jupiter notebook of the Anaconda platform. KoNLPy analyzer and Okt class were used for Hangul morpheme analysis. The units of analysis were 2,000 title fields and KDC classification class numbers (300 and 600) extracted from the KORMARC records of public libraries. As a result of analyzing the data using six machine learning models, it showed a possibility of applying machine learning to book classification. Among the models used, the neural network model has the highest accuracy of title classification. The study suggested the need for improving the accuracy of title classification, the need for research on book titles, tokenization of titles, and stop words.

Abstract

The domain name should be registered and used with the minimum length in consideration of the user’s web accessibility and convenience. In addition, it is necessary to increase the status and authority of the library by allowing the type, region, and characteristics of the library to be known only by the domain name, and to consider the convenience of users. In this study, the situation of the state designated second-stage public domain and the second-stage public domain of educational institutions of similar character and size to the library are analyzed, and problems with the domain of libraries that do not have the second-stage domain are identified. Finally, second-stage public domains of national library (nl), public library (pl), and small library (sl) are proposed for each type of library, and the university library (lib. university domain) and school library (lib. School domain) proposed to use as the second-stage domains of the educational institution. The purpose is to allow users to intuitively know that these domains are libraries, to identify the type of library, and to know the characteristics and regions of the library. To this end, a joint effort by the academic community, the library community, and the Library Information Policy Committee is needed.

Abstract

The purpose of this study is to suggest the ways of improving systematic records management based on the results of analyzing the present records management situation of college and department in an university which is operating archives. To achieve the purpose, survey and interview of the persons in charge of producing and managing the administrative documents of college and department were conducted. Furthermore, actual condition investigation of records management of college and department and university archives were analyzed. According to the results of analysis, the following problems were found: 1) lack of sufficient records management by college and department, 2) lack of understanding of tasks by processing staffs, 3) operational problems of university archives. Based on the results, recommendations were made as follows; First, it is necessary to improve an awareness of records management by operating staffs. Second, it is necessary to educate staffs through the development of training programs reflecting the characteristics of the university and set up guidelines for records management by college and department. Third, it is necessary to execute reorganization and supplement the personnel of university archives.

Abstract

Unlike the United States, course reserve and e-Reserve services of university libraries are very poorly operated in Korea. This paper studied cases of e-Reserve service operation of 131 university libraries in the United States to provide basic materials for revitalizing the e-Reserve service of domestic university libraries. To confirm the operation case, 131 university library websites were surveyed, and among them, the e-Reserve service operation methods of 7 university libraries were compared and analyzed, and the functions of 4 e-Reserve supporting software were checked. The research results can be used as reference materials in operating the e-Reserve service in domestic university libraries, and the function of the analyzed support software is considered to be a functional requirement to be considered when introducing the system.

Abstract

Based on the Everyday Information Seeking Behavior Theory, this study investigates information activities and library experience of 66 elderly or people with disabilities in Autonomous District A. In addition, this study analyzes contextual circumstances of daily information activities through in-depth interviews with a subset of 11 people. Although community welfare centers provide basic welfare, the elderly and people with disabilities seek to learn and socialize in cultural welfare centers, particularly in libraries. This study shows that libraries can fulfill their top three of Maslow’s hierarchy of needs: Self-Actualization, Esteem, and Love and Belonging. Specifically, digital literacy education has been identified to be highly demanded. They seek to distinguish correct online information and to socialize using digital technologies in this contactless society. This study proposes a detailed plan for public libraries to offer cultural and information welfare in order to reduce the information gap within the local communities.

Abstract

Recently, public libraries have increased in quantity, while various problems have arisen regarding the operation of public libraries, such as lack of librarian manpower and facilities. Additionally, an increase in the number of public libraries does not correlate to an increase in the utilization of public libraries, and thus developing various services is needed to maintain the continued use of public libraries. This study examined which types of use motivations affect the intention of knowledge exchange in public libraries when using public libraries based on the self-determination theory. It also looked at how the use motivations and the intention of knowledge exchange vary depending on the frequency of public library use. According to an online survey of 230 users of public libraries, extrinsic motivation, intrinsic motivation, autonomy, competence, and relatedness as independent variables had a positive impact on the level of knowledge exchange. In addition, the higher the frequency of public library use, the higher the needs for autonomy and relatedness were. Based on the results, it was suggested that the knowledge exchange needs to be established as a new service of public libraries by offsetting extrinsic motivation that emerged from by negative influences and promoting intrinsic motivation, autonomy and competence.

Abstract

This study is aimed at analyzing the achievement criteria of cross-curricular Learning themes that can be linked to curriculums, and developing and applying the career reading programs focusing on the school library. For these purposes, first, a class model was designed in connection with reading education programs through cross-curricular Learning themes of 2015 revised curriculum. Second, the career reading classes in the areas of self-understanding, career exploration and career design have been held through a career reading class model for 137 middle school students in 5 classes for one semester. Third, the data to evaluate the career reading for the analysis of the study was constructed, and the qualitative study was conducted through of anecdotal records, multilateral observation on checklists and the analysis of action research. Lastly but not least, the materials regarding the list of books focusing on the career reading storytelling and the career mentor in a type of interests were presented, and the career reading education activities at the school field were suggested.

Abstract

The purpose of this study is to find out the factors that affect the ‘public librarian servant’s’ Collective Self-Esteem (CSE) in Korean relation-oriented collectivism. The research was organized into a research model by setting up a hypothesis on the impact relationship the between the group Collective self-esteem, the work environment factors and cognition of Superior institution of the Public librarian servant. The relevant data collection was conducted for public librarian servant working in public libraries nationwide through the method of survey. From April 3, 2020 to May 14, 2020, it was conducted for Public Librarian Servant in public libraries nationwide with Civil Service System, Office of Education, Ministry of Culture․Sports and Tourism based on responses for 301 Public Librarian Servant from 559 institution. According to the analysis, the cognition of the superior institution of Public Librarian Servant influences the cognition of Collective Self-Esteem among the sub-factors of Collective - Self - Esteem of Collective Self-Esteem. This study is meaningful in that ‘Public Librarian Servant’ who was treated as an individual entity in the study of Library and Information Science study, as being has relationship with various groups and is dealt with multi-dimensionally in Korean relation-oriented collectivism culture. Research suggests that when Public Librarian Servant exist as one of the subordinate organizations to vast Civil service system, it suggest that Public Librarian Servants should find out a balance for improve their relatively low social values.

Abstract

The objective of this study was to evolve development strategies used as primary resources for the development plan establishment of public libraries in Yongsan-gu. To reach the aims of this research, this study examined precedent studies related to the status of domestic libraries operation and development plan. This research derived integral factors such as regional characteristics, library facilities, human resources, collections, and budges to be considered for analysis of the current situations. By using in-depth interviews with librarians and professionals, the operational and development plans of public libraries in Yongsan-gu were explored. The findings presented in this study suggested development strategies such as an expansion of library infrastructure and reading culture and development of regional specialization programs and redesign the management system.

Abstract

This study aimed to develop self-diagnosis tools to evaluate the common competence level of public library librarians, apply them to actual public library librarians, and analyze the factors of competency value evaluation through empirical research methods. To this end, the study modify the existing capacity value evaluation indicators of librarians from a public library perspective and conducted a survey to self-diagnose the common capabilities of public library librarians. As the results of analysis showed that librarians of public libraries themselves think that the level of core competence that professional librarians should acquire is relatively higher than the average. Among the overall capabilities of librarians, the average of the ‘librarians’ behavior and attitude’ area was the highest, followed by the ‘librarians’ skill’ and ‘librarian’s knowledge’ areas. The study suggested to strengthen the capacity of public library librarians for various duties, the re-education system for librarians should be established, and a systematic system for promoting librarians’ duties as professionals, and a personnel system for professional development.

Abstract

The purpose of this study is to provide basic data for bookstart programs to public libraries and related institutions by investigating and analyzing bookstart preferred programs, user satisfaction and reuse intentions based on the current status of bookstart services and programs for multicultural families nationwide. It is to propose an improvement plan for the multicultural family bookstart program. To this end, user satisfaction and reuse intention were surveyed and hypotheses were verified through a survey of bookstart program participants. For statistical analysis, SPSS 25 was used. As a result of this study, First, there was a significant difference in the bookstart program for multicultural families according to their children’s age and average monthly education expenses. Second, in the satisfaction of the multicultural family bookstart program, only the use and service support, and the quality of facilities and environment were found to have a significant positive (+) effect. Third, it was found that the re-use intention of the multicultural family bookstart program had a significant positive (+) effect only on the quality of use and service support. Fourth, it was verified that satisfaction with the book start program for multicultural families had a significant positive (+) effect on the intention to reuse. In addition, it suggested the improvement plan for the multicultural family book start program.

Abstract

Policy study information is the essential source of information in every step of decision making process to plan, execute and assess the national operation policy. The policy study subject of a national policy research center from study design the performance assessment on its practical effect is managed via thorough process to secure its effectiveness and efficiency. However, the directly exposed information to the practical user or the public who are in need of actual policy study information is the resource published in a form of policy study report, the final result. NKIS operated by the National Research Council for Economics, Humanities and Social Sciences under the Office for Government Policy Coordination, Prime Minister’s Secretariat is a public information offering service that conduct integrated management on study reports from cooperative study among institutes along with policy outcome from 27 national policy research centers. This study aims to introduce the current status of operation and information management of NKIS, apprehend the management characteristics of policy study information resources of national policy research center, and deduce remarks that need to be considered for API with external service for the derivation of standardized sharing data element.

Abstract

This study analyzed YouTube beauty videos that focus on makeup for teens, based on the assumption that the main viewers of the videos are teens. Through looking at the interaction between beauty information providers and receivers, communication among information receivers, and the way people participate in comment thread, the study examined how teens engage in social media. Many teens who posted comments on YouTube beauty videos praised and envied the beauty of beauty gurus, and tried to connect with them. The comment thread shows that teens answered to each other’s questions on makeup tips, shared thoughts and experiences on issues around teen wearing makeup, which helped them build a sense of community, and broaden their views on the way of life. Also observed was power dynamics among youth, such as lecturing or verbal abuse against children and pre-teens by older teens.

Abstract

The purpose of this study was to conduct interviews with librarians who have experience in establishing local authority data by participating in the national authority sharing system of the National Library of Korea and to understand librarians’ recognition and support for the joint utilization of national authority data. For this purpose, a total of 10 librarians who participated in the national authority sharing system project were interviewed by telephone using semi-structured questionnaires. Through this, it was possible to investigate the benefits, difficulties, utilization plans, revision plans of headings, and opinions on necessary support. The results of this study showed that the participants recognized that the joint utilization of national authority data provides the basis for the authority work of the local library and brings about the efficiency of the authority work, but they recognized the difficulty of modifying, selecting, creating new data, lacking knowledge, and lacking support system. The necessary support for the joint utilization of national authority data was provided with education and manuals related to authority, provision of rules related to authority that fully consider the position of the institution, budget and manpower support for system development and maintenance, establishment of communication channel and council, system and data advancement, and incentive to participating libraries. Based on the results of the study, the method and direction for the future operation of the joint utilization of national authority data were presented.
