Abstract

In this research, we intended to discover all types of information related to international research cooperation, collect information by each type, and build a database. To this end, we initially developed metadata, discussed with metadata experts to develop metadata in the primary phase, and conducted a survey on the experts related to international research cooperation. Furthermore, we collected and entered data in the meta field for each type of information source, and verified the meta field through processes such as the existence of actual data for each meta field, among others. The types of database designed in this research are the international research cooperation information source database, international research cooperation project database, international research cooperation expert database, international research cooperation institution database, international organization database, and other database, and as a result of validating of the field by entering the data by conducting the survey, the survey results and the data entry rate by field demonstrated such a high rate of consistency. However, only the international organization data field was confirmed to have approximately 25% of the field having the data entry rate of less than 10% despite the high rate of significance rated by the users.

Abstract

This study examines the current state of library related data opened through public data portals, and analyzes how much data is being utilized according to the type of releasing organization, and open level. In addition, we analyzed the subject cluster of data and the centrality of data by performing PathFinder Network analysis using keywords assigned to data by dividing the releasing subject into local government and national/public institutions. Based on this, the subject area of library - related data disclosed by local governments and national/public organizations is understood. And identify the main open body that should be opened first by linking with data utilization analysis result and then suggest implications for future improvement in connection with library big data business.

Abstract

By the law, "Public Records Act", all public agencies should have at least one record manager. However, education support offices and military related agencies currently have a low recruitment rate than other agencies. To overcome the absence of records manager, several education support offices ran the 'CoP(Community of Practice)s of Records Management'. To determine the current state of operation of the CoPs, a preliminary analysis was conducted on all national education support offices by information disclosures. And then the detail survey was performed by dividing the institutions with/without the CoPs, At the results, the CoPs of record managements help to perform practical task and improve individuals'skills. Meanwhile, even if the CoPs temporarily substitutes record management tasks, the record manager specialist must be recruited. In addition, we proposed an activation plan to identify and solve the obstacles in the operation of the CoPs of records management.

Abstract

This study aimed to analyze media reports of the Comprehensive Library Advancement Plan using big data analysis in order to determine trends and implications by period. To do so, related data from 2009 to 2017 were collected from major domestic web portal sites. Words in the collected data were refined through the text mining process and frequency, centrality, and structural equivalence analyses were performed. Results confirmed that, during the implementation of the first and the second phases of the Comprehensive Library Advancement Plan, the focus of the library policy changed from external growth to strengthening internal stability and advancement of library operation, and the media coverage were limited to specific policies such as expansion of library facilities. Findings from this study will serve as useful material for ascertaining the approach to perceive and understand the national library policy represented by the Comprehensive Library Advancement Plan.

Abstract

Librarians, who provide the public with library services at public libraries, are employees whose jobs are often require emotional labor. The emotional labor of librarians working at public libraries can result in stresses caused by the discrepancy between the library's emotional requirements and the librarian's personal emotions, which may influence organizational effectiveness, such as organizational commitment and job satisfaction. In that, this study intends to examine the influence of emotional labor on the organizational commitment and job satisfaction of librarians working at public libraries. To do so, based upon the conceptual underpinning through literature reviews of librarians working at public libraries and emotional labor, this study constructs a theoretical framework of organizational commitment and job satisfaction of librarians. Using a questionnaire survey method, this study surveys 238 public library staff from 33 public libraries in the Seoul metropolitan area, statistically examines the response through the SPSS20 statistical package, and analyzes the relationship between and among the variables. Based on the analysis, discussion on the influence of the emotional labor on organizational commitment and job satisfaction of librarians working at public libraries follows.

Abstract

This study defined the influence of the quality of job information websites and of user characteristic factors on the user satisfaction and on the intention of the use thereof based on the technical acceptance model to activate research on job information or job information websites in the category of Library and Information Science, amid studies on the Fourth Industrial Revolution in various disciplines emerging. 230 users experienced in job information websites were surveyed. The surveyed data were analyzed by applying the structural equation model. The results are as follows. Accuracy, security, self-efficacy, the perceived easiness of use had a positive effect on the perceived usefulness. Up-to-dateness, self-efficacy, individual innovation had a significant effect on the perceived easiness of use. The perceived usefulness and the perceived easiness of use had a positive effect on user satisfaction, and the user satisfaction had a significant effect on the intention of use.

Abstract

In modern society, the economic and cultural influence of characters is increasing day by day. However, there is no comprehensive records management system for characters in Korea. The purpose of this study is to identify the necessity of comprehensive character records management system and requirements for records producers and users, and suggest a construction plan for archives that reflects this idea. Related cases in domestic and overseas were identified and analyzed, survey was conducted of character designers and users participating in the '2017 Character Licensing Fair' in order to understand their needs on character archives, and it was followed by interviews of two character designers. From the implications of the related cases and the analysis results of the questionnaire survey and the interviews, plans for records collection, management, and services were suggested for constructing character archives. Specifically, preparation of collection policy, insertion of watermark to prevent pirating, online sales of characters, and one-stop service that can provide licensing for copyright protection and record utilization were suggested.

Abstract

The research aims to analyze current university information disclosure services in the perspectives of both university records management and services and to recommend ways to improve the current university information disclosure systems and services. The research collects and analyzes various raw data such as laws, guidelines, and manuals of university information disclosure services and the portal site of 'Higher Education in Korea' also known as 'dae-hak-al-ri-mi', and data on each homepage of 40 cooperative universities selected as the research sample. At the result, the research found some limits in the current operation of university information disclosure services: first, the information posted on the university disclosure information system is mostly focused on administrative information rather than information related to research or education within universities. Second, there are the high rate of error and frequent modification in the information posted on the disclosure information system. Third, the menus on both the information disclosure system and homepages of each cooperative university are useless or contents of the menus are empty. The research suggests some solutions to improve these problems: it is required to make up the current legal systems for university information disclosure services and to cooperate all organizations and universities related to university information disclosure services within the united system and rule. Also, it is crucial to attach the metadata of the disclosed information when to post the information to the university disclosure information systems. Finally, it is necessary for each university to employ archivists not only to develop qualified university records to maintain the unique roles and value of universities but also to disclose reliable and authentic information to users and manage the university information disclosure systems effectively and efficiently.

Abstract

Intangible cultural heritage is a collection of community wisdom and talents and it has artistic and cultural values of the nation. And because it represents an identity of the country, it is an important records information resources that we must be inherited from generation to generation. Korea's intangible cultural heritage system has developed with the aim of preserving and transmission, but now it is necessary to take an creative approach as a resource as a resource for cultural diversity and utilization in an intangible cultural source. Therefore, it is important to maintain systematic management of intangible cultural heritage records information resources in order to continuously preserve, but it is also important to establish a basis for continuous use. The purpose of this study is to propose improvement plans for the archival information services of domestic intangible cultural heritage. We analyzed the status of the archival reference services of intangible cultural heritage institutions in consideration of the characteristics of intangible cultural assets. In-depth interviews were conducted with the responsible person to collect opinions and requirements during the service. We suggested the improvement plans through drawing out implication on problems and direction of archival information services for intangible cultural heritage.

Abstract

This study is a basic research about present management condition of the School Library Committee. It conducted a survey on school librarian about the general present condition of School Library Committee and the need for it, the management/role/role performing ability of the council members, and difficulties they face in terms of management. 59 respondents submitted their responses and main results demonstrated that first, 94.9% of the universities the respondents are working for are running School Library Committee and the rate of configuration of the chairperson, vice chairperson, parent/teacher members of the committee are over 80%; second, teacher members of the committee were less active in role playing but are seeking more expectations and collaborations; third, School Library Committee is necessary for school library services and its management but is facing difficulty due to the lack of teachers' participation and collaboration. Based on the main results, this research suggests the codification/elaboration of School Library operation policies at the Education Office level, regulation of education training which deals with the role and obligations of the Student Library Committee and construction of public library-school library collaborative system which can facilitate appointment of outside committee members.

Abstract

In 2013, the Japanese bookstore company CCC entrusted the management and operation of the library as the designated administrator of Takeo City Library. The library has a commercial facility in the hall and uses its own classification system. It was reported the number of visiting users was increased as 3.7 times in the first year of the reopening and it has attracted the attention of the public. The purpose of this study is to investigate the background, current status and operational characteristics of the Takeo City Library by conducting the literature review, content analysis of newspaper articles and interview survey on the library. As a result of the research, newspaper articles positively assessed the fact that the library provided a 'multicultural space' to small city residents, increased visitors, and local economic effects, but pointed out that the operating deficit continued, and the problem occurred in the selection of collections.
